At the “European Union — Ukraine Investment Conference” held on 13 November 2024 and organized by the EU and the Government of Ukraine in Warsaw, Poland, the EU launched a Call for Expression of Interest to mobilize private EU investment in critical areas to support Ukraine’s rebuilding efforts and to encourage businesses to invest in Ukraine.

PrivateInvestment in Ukraine
As an integral pillar of the Ukraine Facility, the Ukraine Investment Framework is designed to attract public and private investments for the recovery and reconstruction of Ukraine. Equipped with financial instruments totaling €9.3 billion, with €7.8 billion in loan guarantees and €1.51 billion in blended finance. The aim of the Ukraine Investment Framework is to mobilize €40 billion of investments for the reconstruction, modernization and long-term growth of Ukraine. Supporting the objectives and the implementation of the Ukraine Plan consistently with EU policy priorities to make investors confident to invest in Ukraine.
Olivér Várhelyi, European Commissioner for Neighborhood and Enlargement said: “Ukraine’s reconstruction requires both public funding and partnerships with the private sector. By bringing these efforts together, we can maximize investment, support the country’s recovery, and gradual integration into the EU Single Market. Indeed, fostering the private sector involvement in Ukraine’s recovery and reconstruction processes will be key to its success.”
Yuliia Svyrydenko, First Deputy Prime Minister and Economy Minister of Ukraine, added: “The launch of the EU’s Call for Expression of Interest is an important step toward attracting investments for Ukraine’s reconstruction. We are dedicated to fostering a favorable environment for foreign investors who want to invest in Ukraine. EU-Ukraine Investment Conference allows us to remind international businesses that war is not an embargo on investment; we must unite our efforts around Ukraine’s recovery now, without waiting for the war to end.”
Priority Investment Areas
The priority areas of the Call are based on the Ukraine Plan as well as the Strategic Orientations of the Ukraine Investment Framework. Those areas outline key economic priority sectors requiring Foreign Direct Investment to support Ukraine’s socio-economic recovery. These include:
- Energy: Developing sustainable energy solutions, including renewable energy projects and modernization of existing energy infrastructure.
- Critical Raw Materials: Investing in processing key minerals and resources needed for high-tech industries and renewable energy technologies.
- Processing industry and manufacturing: Revitalizing and modernizing the manufacturing sector to boost industrial competitiveness.
- Construction materials: Support reconstruction from housing to public buildings, including by investing in the construction material industry, construction companies, and construction supervisors.
- Information technology and digital transformation: Strengthening the digital infrastructure and technology to foster innovation and growth across sectors.
- Transport and export logistics: Rebuilding and modernizing transport, logistics, and public infrastructure to support connectivity.
Requirements
To be able to apply, please note the following requirements:
- A Minimum Project Value of 50 million Euros
- The Business should at least finance 10% of the project
- A pre-existing Ukrainian party if possible to cooperate with
- The project should fit into one of the 6 mentioned sections where it can best support investment in Ukraine
The sections are divided into smaller frameworks. That information will be added later.
Apply for Consult or Information
To apply for interest to the EU is open to all businesses that want to invest in Ukraine. As a EU located business, you can apply directly. However if you are interested, but need help in writing the application or advice on the matter, we can support.
It should be noted that showing of interest in the program should be done before the end of January 2025.
